Various Bugfixes for the local SH

Description

  • Wording update for the local screen "The Data Centre currently cannot be reached"
  • The SVGs are not loaded any more when the Local Login screen is accessed
  • Added the final Terms and Conditions for the local SH
  • New DAL event added for statistics on enabling and disabling the local communication
  • Implemented solution for closing the SHC Updating overlay when the update fails due to not enough disk space available
  • Fixed the page when returning from Imprint screen
